Only 12 (5 %) of all 265 municipalities in Bulgaria have approved an updated general development plan in compliance with the Law (Spatial Development Act or Act on the Black Sea Coast Spatial Development).

Financing of production of plans is supported with funds from the state budget. The funding started in 2014 with 30 (*) plans. Last year the Ministry of Regional Development and Public Works successfully support the administrations of 69 municipalities and the approved budget will cover 116 new plans starting in 2016.
20 of these 69 municipalities have fulfilled all commitments to the ministry for 2015 (including public consultation of the designs in accordance with Article 127, paragraph 2 of the Spatial Development Act) and received the full amount of the proposed funding.
